THE Government must seriously look into correcting the systematic error that leads to leaders duplicating their roles in the three tiers of government, the national, provincial and local level our forefathers have created.
We should see open members of Parliament as the only representatives at the national level.
Our system provides only for open members of parliament to hold ministries.
Only open MPs become cabinet ministers and not the governors.
What is the role of a governor at the national level? None!
Government needs to make some amendments so that governors remain steady in their respective provinces and serve their people.
We understand local level government (LLG) presidents are not part of the Parliament, but the house must make some amendments so that council presidents must be respected as constitutionally mandated leaders.
It is obvious MPs and governors become players in all these three levels of government, even controlling the LLG system.
The Government knew about the duplication of roles and confusion of custody from top to bottom, but didn’t even bother to correct it.
The current house must seriously look into this matter so that in future elections, voting of leaders must be done in line with the set government system.
District or MPs must be voted to the national level.
Governors must be voted to provincial level and council presidents must be voted to represent their people at LLG level.
The role of the Parliament is to make laws and fully fund the two lower levels so that they become more operational to serve the people.
